A New Threat From ISIS: Exploding Drones

イラク北部でISと戦っているクルド人部隊が先日、ISのドローンを撃ち落としたが、ドローンを調べている最中に爆発し、兵士二人が殺されたというニュース。

Kurdish forces fighting the Islamic State in northern Iraq shot down a small drone operated by IS. While examining the device, the drone exploded, killing two Kurdish soldiers.

ISが偵察用にドローンを使うことは知られていたが、ドローンを使った攻撃を成功させたのは初めてに近いようです。

The Islamic State has used surveillance drones on the battlefield for some time, but this was reportedly one of the first times it has successfully launched a drone attack.

米軍が使う無人飛行機のドローンとは違い、ISが使用しているのはシンプルなつくりのもの（DJI Phantomなど）。アマゾンなどで簡単に購入できるらしい。これに爆弾をつけて飛ばすだけ。

In contrast to the unmanned airplanes that the U.S. military uses, IS utilizes simpler drones (like the DJI Phantom). These can be easily purchased on Amazon. IS equips these with bombs then releases them into the air.

ドローン攻撃の可能性は米軍がずっと心配していたにも関わらず、CIAもDIAもこの件に関しては認識が遅れていたようで、現在全力で分析を進めてるとのこと。

Though the U.S. military has long been concerned about the possibility of drones being used for attacks, both the CIA and DIA were late in assessing the feasibility of such attacks, and are currently rushing to complete a full threat assessment.

ISの強みである彼らの「柔軟性」。手に入れることができるリソースはすべて使って武器にします。

The adaptibility of IS has long been one of their core strengths. They use any resource they can get their hands on and work to turn them into a weapon.

ペンタゴンやCIAの対応の遅さも批判されている中、米軍や諜報機関なども今まで戦ってきた「戦争」の考え方から一歩離れ、ISの柔軟性や発想力を考慮して、新しい戦争の形に対応しなければいけないと思わせるニュースでした。

The slow response of the Pentagon and CIA has been criticized. This news reminds us that militaries and intelligence agencies must step away from the traditional theories and rules of warfare and shift their thinking to approach a new type of warfare.

コロンビア：女性器切除（通称FGM）

Colombia: Female Genital Mutilation (FGM)

コロンビアの先住民エンベラ族には、現在もFGMを行っている人々がいるようです。

Many of the Embera in Colombia still continue to practice FGM.

FGMとは大人への伝統的な儀式、性欲抑制・貞操保護の目的で、クリトリスを切除する処置。主に生後1週間から初潮前の少女に行われます。

FGM is the cutting or Removal of the clitoris, and in many regions, a traditional ritual with the aim to prevent women's sexual desires and possibilities of infidelity. In most cases, girls are cut before reaching maturity, sometimes as young as one week old.

主にアフリカや中東を中心に行われてきましたが、エンベラ族のように、南アメリカでも「神聖な儀式」として続けている人は多い。

FGM is common in Africa and the Middle East, but as with the Embera, there are some in Latin America who continue it as a "sacred ritual."

「はさみかナイフ、もしくはスプーンを熱して切除します」。

"They do it with a pair of scissors or a blade or burn the girl's clitoris with a spoon they heat in the fire."

「おばあちゃんが私に言ったのが、小さい頃に切除してもらわないと、大人になったらたくさんの男性に目が行ってしまい、悪い妻になってしまう」。

"They said that if you hadn't been cut you'd go with many men, become a bad wife and look for other husbands," she recalls her grandmother telling her.

男性の包茎手術とはまた違いますね。

This is different from male circumcision.

によると、現在FGMを受けたことのある女性は2億人を超えていて、特にひどいガンビアでは4人に3人の女性がFGMを体験したことがある。

According to the WHO, there are reportedly more than 200 million women today who have undergone FGM, and in Gambia, 75% of the women have experienced FGM.

「なんて野蛮な習慣なんだ」と、自分の生きている世界ではありえないことだからこそ簡単に「間違った、意味の分からない儀式」として流してしまいがちですが。

As it is a practice that is improbable in the world that you and I live, it is easy to brush off this "barbaric pratice" as an "incorrect, meaningless ritual."

FGMを受けたいと、自ら進んで受ける少女がいたりします。FGMは文化やその国の社会的ルールや常識に深くつながっているため、なかなか難しい課題です。

But there are girls who willingly ask to undergo the procedure. FGM is deeply rooted in culture and social norms in certain areas of the world, and as such, it is a very difficult issue.

アフガニスタンでは多くの女性受刑者は刑務所ではなく、部族の長老の家で刑に服する

Most Afghan women serve sentences in elders' homes, not prisons

写真のFawzia（18歳）さんのように、アフガニスタンでは多くの女性が判決を受けたあと、刑務所ではなく、部族の長老の家で過ごし、召使いのように無給で働きます。

Like Fawzia (18) in the picture above, many women in Afghanistan, after receiving their sentence, serve time in the house of a tribal elder instead of a prison, working as an unpaid domestic servant.

不倫相手と駆け落ちした罪で判決を受けたFawziaは、長老の家で「動物のように扱われ、奴隷のように監禁された」と話しています。

"I was treated like an animal and kept like a slave," said Fawzia, who was convicted of elopement and adultery.

アフガニスタンでは刑務所が足りないため、女性受刑者は女性警察官の家や、長老の家で刑に服し、そこで虐待にあったり、奴隷のように扱われたり。

Because there aren't enough prisons in Afghanistan, women often serve their sentence at the house of a female police officer or tribal elder, and there, may experience abuse and be mistreated as a slave.

タリバン政権が崩壊して15年経った今、膨大な国際支援を受けてきたアフガニスタンですが、どこにお金が行ってるのかと思うくらい学校や刑務所や、基本的なインフラ整備が整っていません。

It has been 15 years since the collapse of the Taliban in Afghanistan, but even after the infusion of billions of international aid into the country, basic infrastructure, schools, and prisons are still lacking.

Removal 有楽町で逢いましょう

（現在閉鎖中の長男の治療経過をリライトしています、リライトしたものは順次公開します。）

#リトミックでの冷や汗（2012年８月ごろ）

身体的な発達は特に問題なかったですが、言葉や指差しやアイコンタクトなどのコミュニケーション能力の発達が遅れたままでした。リトミックなどの音楽や、同じ年頃の子供たちと触れ会えば、成長するのではないかと期待して、この頃の長男を音楽教室のリトミックに通わせていました。日中の教室なんで、自分が連れて行ける日は、ほとんどなく妻が音楽教室に連れていっていました。たまに休みが取れた時は、自分が長男を音楽教室へ連れていっていました。

　リトミックであった、その頃の長男の鼓動を箇条書きにしてみます。（一度に全ての行動があったわけではありませんが、このような行動がありました。）

１、みんな座っているのにフラフラ歩き出す。

２、指示に従わない

３、途中で寝転んでしまう。

４、楽器の使い方を教えてもらっても理解できない。

５、教室のお友達とコミュニケーションができない。

６、そもそも教室に入りたがらない。

こんな感じの行動がよく見られました。明らかに同年代のお子さんと、異質な行動が目立っていました。リトミック中に勝手な行動をとる長男を捕まえて、他の子供たちの輪に戻すことを何度も繰り返していました。一時間のリトミックが、とても長い一時間に思えました。

　この一時間は、教室に来ているお子さんやお母さん方に、迷惑をかけているのではないかと、申し訳なさからくる緊張と恐縮の冷や汗をかきっぱなしでした。ですから、冷房の効いていいるはずの教室なのに、リトミックが終わるあたりには、自分は冷汗でびっしょりでした。

そんな中でも、粘り強く妻が音楽教室へ通わせ、理解のある先生のおかげで、少しづつリトミックでやれることが増えてきた長男でした。

それではまた次回。

感想

この当時は、また成長が遅れているだけかと思っている時期でした。次の誕生日が過ぎる頃あたりまでにでも、落ち着いてくれば良いなと淡い期待を持っていた時期でした。

注意事項

様々な情報がインターネットなどで散見されます。その中には、極端な食事療法や薬剤の使用等などもあります。長男に施した、生化学的治療は、患者個人に合わせたサプリメントを始めとした調整や、生活全体に対して包括的に指導を行う必要があります。生化学的治療を行う場合は必ず専門家の指示にしたがって治療を行ってください。

　自己流での治療や、医療関係者以外が提供する治療を行った場合は、効果がないばかりか逆に、危険な有害事象が発生することがありますので注意が必要です。また、自分のお子さんのことなどで、疑問に思うことはかかりつけの医師にご相談ください。
